how can one coarse regions of an already computed mesh?
is it possible, is there a command for that?

as far as I know you cannot do that (other than using Salome and trying with a coarser setting of whatever parameter).
Within Code Aster you can use Homard to refine your mesh depending on certain criteria, but of course, that is exactly the other way around.
